Illinois received rating upgrades from Moody’s and S&P and a new Positive Outlook from Fitch. But, municipal bond investors were quick to note Illinois still remains at the bottom of the barrel among State G.O. bond ratings.
Moody’s Ratings upgraded its G.O. bond rating for Illinois in August, saying the state has demonstrated “conservative fiscal management.”
According to an analysis by Moody’s, the state’s financial metrics have improved with balanced budgets and Gov. Pritzker’s conservative approach to budgeting. State spending, outside the core areas of healthcare, pensions and education, has grown by less than 1% in each of the last two years… Read More
